The City of Keller, Texas was incorporated in 1955 under the general laws of the State of Texas. In 1982, the voters elected to become a Home Rule City, adopted the City's Charter pursuant to State Law and subsequently operated under the Council-Manager form of government. The City Council is comprised of a Mayor and five Council Members, elected at-large. The Council Members are elected for two-year staggered terms and elections are held annually in May.
Establishing city policy is the sole responsibility of, and is vested in, the City Council. The City Council is required by the City Charter to appoint a City Manager to serve as the Chief Administrative and Executive Officer of the city. The duties of the City Manager include the appointment of all city department directors, administering the daily affairs of the city, and ensuring that city policies are enforced.
